For at least the last ten years, Indian Government did not increase its fund for the scholarship stipend (monthly allowance). Low stipend had caused international students' living great difficulties during their stay in India. Many students complained about the low stipend which was hardly sufficient for their decent living as foreign nationals. Many applicants, especially Cambodians, were even hesitated to decide to go to India for further study though they had passed the scholarship examination because of financial issue they had heard from their friends in India.

However, after a decade, scholarship stipend has finally increased up to 314% from the previous one. Before it has been raised, the stipend of different courses of study was for Undergraduate (INR) 5,500 Postgraduate 6,000, M.Phil. / Ph.D 7,000, and Post-doctoral Fellow 7,500, which have been now increased to 18,000; 20,000; 22000; and 25,000 respectively with effective from  2018-2019 academic year. There are also some additional allowances like medical insurance, book allowance, thesis/dissertation allowance and accommodation.

For many international students this is a surprise news. They feel the Indian constant economic growth has shown a positive impact on them. Indian Embassy in Phnom Penh also announced ICCR SCHOLARSHIPS 2018-2019 information regarding the revision of living allowance on its website and facebook page.

In Cambodia, usually ICCR scholarship competition is not high due to lack of enthusiasm among students about the allowance. However, with the renewed stipend is in place, next year scholarship examination will be tougher as increasing number of applicants are expected to compete for the scholarship. Hence, well preparation is necessary and tips are required to win the scholarship to pursue higher education in India where education quality is in pair with the west and many developed countries in the world.
